First opened in 1936 as the Proctor High School, it merged with Utica Free Academy to become the Utica Senior Academy in 1990. At the same time, the building that held the name Utica Free Academy was closed. Utica Senior Academy was later renamed the Thomas R. Proctor High School. It is now part of the Utica City School District and is a highly diverse school, possibly due to it being the only public high school in Utica, New York.
